According to an AP report, the child was seen moving along the highway and the man stopped his car to pick her in. He was called the authorities.
It was later said that the child was crawling for over an hour and also fell into an embankment. She reportedly had scratches and insect bites.
It was when the police officers were investigating that the father of the child, Timothy Pickens showed up and shouted at the man holding his child. He pushed a deputy and was arrested, the AP report said. Timothy was taken to jail on charges of cruelty to children, reckless behavior and obstruction.

Later, the mother of the child also reached the spot and reportedly told the authorities that she and her husband had asked their elder children, aged 13, nine and five to look after the youngest one. She said she had gone out for an hour and when didn't find her kid, called up the police.
A staff member from the Division of Family and Children Services permitted to release the child to its mother in order to have medical attention. The mother would also face charges, the police said.
