'Shameful if person has to go to court to get FIR registered'
Meerut, Apr 15: Chairman of National Commission for Scheduled Castes, P L Punia, today said it is shameful if an aggrieved person has to approach the commission or judiciary to get an FIR registered.
Talking to reporters here after reviewing cases of Dalit harassment in Meerut circle, he said many cases have come to light where the police did not register the victim's FIR and he asked if the commission will have to come forward to even get the complaints registered.
He said according to rules first the FIR should be registered and then investigation should be carried out but the police, in some cases, refuses to register the complaint citing investigation as a reason. He said it forces the complainant to reach out to the commission or to take a legal recourse.
He said though there are only few such cases but they are a black spot. Punia also alleged that the Gunda Act is being misused with the police applying it on anyone based solely on the reports of the beat constable.
