The instruction came after Mani Shankar Aiyar's 'tea-seller' remark on Bharatiya Janata Party prime ministerial candidate Narendra Modi made controversy.
"I promise you in 21st Century Narendra Modi will never become the Prime Minister of the country. ...But if he wants to distribute tea here, we will find a place for him," Aiyar said at the venue of the AICC meeting in Delhi.

Rahul said the comment made by Aiyar on Modi is not right and shouldn't have been made.
Senior Congress leader Janardhan Dwivedi's remarks on rethink on caste based reservations also kicked up a controversy.
It has to be noted that Rahul is one of the Congress leaders who have made headlines many times for making controversial statements. recently, in an interview with Times Now editor Arnab Goswami, Rahul said that some Congress men were involved in 1984 riots and his statement was soon taken up by opposition parties and Sikh groups who staged huge protests against the Congress in Delhi.
Rahul, during the assembly election campaign in Uttar Pradesh in 2013, said that Pakistan-based terror organisations had approached Muzaffarnagar riot victims. His statement was slammed by BJP, SP and others. The election commission had sought an explanation from Rahul for the statement.
