Perform and you will be HoD: Kejriwal to bureaucrats

New Delhi, Feb 25: AAP leader and Delhi Chief Minister Arvind Kejriwal made it very clear in the assembly yesterday that the government will not tolerate non-performers. He said that the departmental heads will be elected strictly on merit and performance and lobbying would not be tolareatd.

In fact, Kejriwal asked the HODs to think out of the box and achieve targets. Basically, the idea is to imbibe a healthy competition among the bureaucrats, said inside sources.

"We have seen what happens in transfers and postings. Recommendations keep coming (in such cases). This time we have decided that for some of the HODs, there should be a new experiment," said Kejriwal.

"We will fix targets. We will publicize the targets (for any department). Officers should make a plan to achieve the target. The officer who has the best plan will be given the charge of the department," he further added in the concluding note of the LG's address at the first session of the 6th legislative assembly.

However, he assured that the officer concerned will have full freedom to work and there would be no interference from the government in the plan of implementation.

"There will be no interference in the plan and he will have the freedom to work. The officer will be given a full tenure. However, there will be periodic reviews to see whether targets are being achieved. So, honesty and efficiency will be rewarded," he said.

Last week's departmental review was a mind game for many bureaucrats as some of them faced challenges and discussed it with Kejriwal's team. They were asked to think out of the box and come back with a plan.
