MHA gets highest gross allocation of funds in budget: Rajnath Singh

New Delhi, Mar 4: The Home Ministry has received higher gross allocation of funds in the 2016-17 budget due to maximum utilisation of funds during the current fiscal, Home Minister Rajnath Singh said on Friday.

Singh said the total budget allocation for 2016-17 for the Home Ministry is Rs 77,923.12 crore while budget allocation in 2015-16 was Rs 68,924.10 crore.

Highest gross allocation of fund for MHA

The gross allocation is 10.38 per cent more as compared to revised estimate of 2015-16 and 13.06 per cent more as compared to budget estimate of 2015-16.

Total budget estimate of Rs 70,724.58 crore is for Police Head, which is Rs 8,120.06 crore (12.97 per cent) more as compared to budget estimate (BE) 2015-16 and Rs 6,622.45 crore (10.33 per cent) more as compared to revised estimate (RE) 2015-16.

"Under the umbrella scheme for modernisation of police force, BE 2016-17 provides for Rs 1,753.90 crore which includes Rs 250 crore for CCTNS, Rs 595 crore for modernisation of State Police Forces, Rs 840 crore for Security Related Expenditure (SRE) and Rs 68.90 crore for India Reserve Battalions," he said at a press conference.

Delhi Police has been allocated Rs 5,657.84 crore which is Rs 574.71 crore (11.31 per cent) more as compared to Rs 5,083.13 crore in RE 2015-16.

The Ministerial budget of Home Ministry is Rs 4,630.90 crore for 2016-17 which is Rs 496.31 crore (12 per cent) more as compared to BE 2015-16 and Rs 675.25 crore (17.07 per cent) more as compared to RE in 2015-16. The Home Minister said the allocation in 2016-17 for UTs is Rs 2,148 crore which is Rs 380 crore (21.49 per cent) more as compared to BE 2015-16 and Rs 321.10 crore (17.58 per cent) more as compared to RE 2015-16.

Border Management has been provided Rs 3,777.40 crore which includes Rs 990 crore for Border Area Development Programme, Rs 2,490 crore for Border Infrastructure, Rs 88 crore for Land Ports Authority of India.

Singh said the allocation is 20.75 per cent more as compared to Rs 3,128.26 crore in BE in 2015-16. Rs 910.28 crore has been allocated in BE-2016-17 for relief and rehabilitation of migrants and their repatriates as compared to Rs 582.18 crore in RE 2015-16. The addition of Rs 328.10 crore in BE 2016-17 is 56.35 per cent more.

Out of Rs 910.28 crore, Rs 340 crore are for Land Boundary Agreement and Rs 450 crore are for relief and rehabilitation of migrants of Jammu and Kashmir.

UDAAN scheme for Jammu and Kashmir has been allocated Rs 70 crore in BE 2016-17 as compared to Rs 45 crore in RE 2015-16 which is Rs 25 crore (55.56 per cent) more.

Asked about allocation of Rs 2,119.88 crore under the head "research", Union Home Secretary Rajiv Mehrishi refused to disclose details saying "it is not necessary to reveal every fact".
