"It has also been decided that the deputy commissioners will publish a draft list of people, dead or alive, who had suffered during the Emergency in their respective districts. The draft lists will be published on August 15 and after considering all objections and claims that might be filed with them, these lists would be finalised by August 31," the spokesman said.

The photo IDs, along with Aadhaar numbers, will be issued to every such individual who is alive and is on the final list, he said.

"The deputy commissioners will personally ensure that during the entire process, no person shall be asked to visit any office for any clarification. Instead, officers of the district administration shall personally visit them for clarification, in case there are any," he said.

Emergency (June 25, 1975 to March 21, 1977) was imposed in the country during the regime of Prime Minister Indira Gandhi. Hundreds of leaders and activists were imprisoned.
