The Uruguay striker has been tipped as one of the best strikers in Europe with 27 goals in 33 games for Napoli.
Mancini is also interested in Atletico Madrid striker Radamel Falcao but could lose their target to Premier League rivals Chelsea. The Blues have been chasing the Colombian hitman this season. Falcao led Atletico to Europa League triumph, helped them beat Chelsea to win the UEFA Super Cup and steered Atletico to second in La Liga this season.
Mancini could lose another prolific striker in Falcao after being beaten to Manchester United for the signature of Robin van Persie. The Dutchman is the difference between City and United this season.
Cavani has a buy-out clause of £55million in his contract and Napoli president Aurelio De Laurentiis is despearate to keep the Uruguayan striker, but will listen to offers if clubs are willing to pay so much.
The defending champions are planning for a summer clear-out with big names like Carlos Tevez, Edin Dzeko and Samir Nasri likely to be sold at the end of the season. City could use these funds to raise a bid for Cavani.
However, Cavani would expect a huge wage package which could see City blowing away nearly £100 million on a single player. City paid £38million for Sergio Aguero, who has been linked with a move to Real Madrid and Barcelona.
Real Madrid are still in the hunt for a striker with Falcao and Cavani their main targets.
