"The Libyan premier told me: if the rebels seize the city, we will cover it with missiles and blow it up," said Mikhail Margelov in an interview with the Izvestia daily.
Margelov had met Libyan Prime Minister Baghdadi Al Mahmoudi in Jun.
"I imagine that the kadhafi regime does have such a suicidal plan," he said.
He further said that Gaddafi was not short of supplies and had plenty of missiles and ammunition. Arguing further he said that Gaddafi till now did not use any single surface-to-surface missile.
"Tripoli theoretically could lack ammunition for tanks, cartridges for rifles. But the colonel has got plenty of missiles and explosives," he said.
Sergei Lavrov, Russian Foreign Minister had met Hillary Clinton, US Secretary on Jul 13 for holding talks on Libya, where Lavrov tried to bring down the differences between both the countries.
The Russian foreign ministry had earlier said that Moscow was not going to take part in the talks with Libya in Turkey.
