The In-app Billing service manages billing transactions between apps and users, providing a consistent purchasing experience with familiar forms of payment across all apps.
Google aims to expand the Android Market to a full-fledged website like Apple Store or iTunes store where users can easily purchase and view apps from different developers. Google also enhances other manufactures to develop more devices running on Android OS and also its a great opportunity for app developers to find a huge market for their apps.
