New Delhi, Jan 31: The Telecom Minister Kapil Sibal constituted an one-man panel to look into 2G spectrum irregularities on Dec 13, 2010. The panel headed by retired Supreme Court (SC) judge Justice Shivraj Patil submitted its report to Sibal, on Monday, Jan 31.

After facing enormous pressure from Opposition parties, last year, Sibal declared that the retired SC judge Shivraj Patil will probe into the scam and asked the panel to come up with an unbiased and fearless report and to suggest the process of spectrum allocation, henceforth.

Sibal said that the panel has named some of the Telecom Department officials related to irregularities in 2G spectrum allocation.

According to the reports available with CNN-IBN, the panel has nailed A Raja for procedural lapses. The report also named seven other officials in Department of Telecom (DoT). Which includes, former DoT Secretary Siddharth Behura and RK Chandolia, a former lieutenant of former telecom minister Raja.

Sibal said, "some officials have been named and some procedures have been commented upon. What the future course of action should be for the grant of spectrum has been commented upon."
