Taking the dictum, 'Justice delayed is justice denied' to validation, the accused is not yet arrested and the victim is still behind bars for a crime she never committed. The order for his arrest came from the higher-ups a good 20 days after the incident was splashed across various media channels. Two other accused of the crime Rajendra Shukla and Surendra have already been arrested.
The CB-CID had recently come out with the statement that the girl had indeed been raped and the theft charges slammed against her were false.
Uttar Pradesh Cabinet Secretary Shashank Shekhar Singh in a press conference on Jan 12 said, "BSP MLA Purshottam Dwivedi has been booked for rape and assault. CID has submitted its report. We will immediately arrest the MLA."
The girl had earlier appeared before the junior division civil judge Ravi Kumar Gupta and in her statement to the prosecution said that she was raped twice by Dwivedi while his two aides teased her.
Inspite of the embarrassment caused to the BSP by the actions of Dwivedi, the party has not expelled him from the party and the Mayawati government gave enough time for the accused to evade the law.
