Chidambaram's statement comes a day after Pakistan admitted the role of the Lashkar-e-Toiba (LeT) terror outfit in the incident.
Speaking to reporters, he said, "Lakhvi is one of the masterminds. There are others. We know their names and we think Pakistan also knows their names."
Home Minister expressed his dissatisfaction over Islamabad's continuous failure of booking the real culprits.
He said, "It only indicates that Pakistan is not at all serious in booking all those responsible for the bloodbath."
"If they do not bring others to trial then I would have to conclude reluctantly and regrettably that they are still dragging their feet," he added.
Chidambaram is also likely to visit Islamabad from Feb20-22 to attend the SAARC Home Ministers' conference. He is expected to raise the issue with other ministers.
