New Delhi, Dec 12: Indian Prime Minister Manmohan Singh apologied to the nation on Thursday, Dec 11 for the govt's inability to prevent the Nov 26 Mumbai terror attacks. He also vowed that emergency measure will be taken to gear-up the security apparatus to prevent the recurrence of such incidents besides building pressure on Pakistan to end the scourge.

During a debate on Mumbai terror strikes in Lok Sabha, he pointed out the action by Pakistan against the Lashkar-e-Toiba chief Hafiz Mohammed Saeed but asserted that Islamabad needed to do much more and convince the world about its actions. Manmohan Singh said that the government has decided to set up a 'National Investigation Agency', decentralise National Security Group or NSG, form more commando units, strengthen coastal security by making the Coast Guard the sole force responsible for it and step up air surveillance.

He said regarding the Mumbai terror attacks, "I apologise to the people of the country that this dastardly act could not be prevented," and acknowledged that acts of terrorism have witnessed an increase resulting in death of hundreds of citizens.

Prime Minister said that the 'epicenter of terrorism' is located in Pakistan and he undelined that the terror outfits in the neighbouring nation should be dismantled at the earliest and India cannot be happy over 'mere assurances'. Manmohan added that India has so far exercised 'utmost restraint' but it should 'not be misconstrued as a sign of our weakness'.
