Bangalore, Nov 26: Congress will soon file a complaint with the Election Commission in respect of alleged 'misuse of official machinery' by the BJP in the Assembly constituencies where byelection was ordered.

Briefing newspersons here, State Congress Chief R V Deshpande charged the government with pumping funds to these constituencies in the name of developmental works.

''Even some officials were acting as 'puppets' in the hands of the government,'' he alleged.

He urged the Election Commission to appoint observers from outside the state to ensure free and fair conduct of polls.

Criticising the BJP for its callous attitude towards the people, he said though the party had assured tickets to defectors to re-contest the by-election, it was surprising that the candidates list had not been announced so far.

The Congress observers, who toured the constituencies, had forwarded the panel of names for these constituencies and the same had been sent to the party High Command for clearance, he added.

Working President D K Shivakumar, who was present said the party would set up vigilance squads in each of the Assembly constituencies, going to by-polls to identify those officials, who show 'undue favours' to the ruling party and forward their names to the EC for suitable action.
