Kathmandu, Nov 23 (UNI) At a time when the Constituent Assembly is preparing to form committee to write a new Constitution, Minister for Culture and State Restructuring from the CPN (Maoist) Gopal Kirati has proposed to establish 800 Communes and Kangaroo courts in the Himalayan nation, local media reports said here today.
Kantipur quoted Minister Kirati as saying the ''country should be divided into three tiers- Central government or Nepal government, autonomous provinces and local or district government, where there shall be 14 autonomous provinces and 800 districts instead of existing 75 districts, and around 4,000 municipalities.'' Besides, the draft has floated a concept to institutionalise and strengthen the ''Kangaroo Courts'' that will hand over all corrupt, feudal and terrorist elements to the people who will be taking stern action against them, he added.
''Though both the government and my party are yet to decide on the possible restructuring of the state I have made this draft public for debate with our party chairman and Prime Minister's (Pushpa Kamal Dahal) consent,'' he told journalists at his official residence.
''Prior to presenting it at the Cabinet meeting for approval, this draft will be finalised by experts and state restructuring committee that is yet to be appointed or formed,'' Mr Kirati said.
Nepal is preparing to write a new republican Constitution after the abolition of the monarchy in May this year.
