Bhopal, Nov 15 (UNI) The Election Commission of India (ECI) today appointed Mr Yogesh Pande as Observer in place of Mr Harbaksh Singh who was removed from Morena district's Dimni assembly constituency for allegedly creating a ruckus while inebriated and misbehaving with other officials last night.

Madhya Pradesh Chief Electoral Officer (CEO) J S Mathur said that Mr Rajiv Singh Thakur had assumed charge as Observer at Amba where Mr Pande was hitherto discharging duties.

Furnishing details about security arrangements in the state, Mr Mathur said that 32 companies of the Central Reserve Police Force would arrive from neighbouring Chhattisgarh tomorrow.

Elaborate security arrangements were in place in naxalism-affected Dindori, Balaghat and Mandla districts bordering Chhattisgarh. ''A strict vigil is being maintained by senior police officials in those districts,'' Mr Mathur added.

A Congress complaint -- against Madhya Pradesh Information Commissioner P P Tiwari for allegedly using government telephones to drum up support for his son Sarvendu who is the Gondwana Ganatantra Party candidate in Churhat against Congress nominee Ajay Singh who is the son of Human Resource Develpment Minister Arjun Singh -- has been sent to the ECI.
