Remove procedural bottlenecks in RTI: Prime Minister

New Delhi, Nov 3 : Prime Minister Dr. Manmohan Singh on Monday said there is a need to remove procedural bottlenecks in order to make the public sector transparent as far as the Right to Information Act is concerned.

While speaking at the third Annual Convention of Information Commissioners (CIC) inew Delhi, Dr. Singh said that people should be conscious of their collective responsibilities and national goals.

Dr. Singh termed the Right to Information Act (RTI) as a powerful instrument of Citizen's empowerment and said that there is a need to make the current system more user-friendly.

"There are some difficulties in the implementation of the act that we must remove. Applicants find it difficult sometimes to file applications because of procedural bottlenecks. The modes of payment of fees are also somewhat limited," said Dr. Singh.

"At many places adequate attention has not been paid to training of personnel and modernizing of records management system," said Singh, adding, "There is also a need for greater publicity of the provisions of the Act."

He also said the public authorities should voluntarily and proactively bring information to the public domain.

Terming the task as a major challenge for the authorities, Singh said that there is a need to educate the people in general about the provisions of the act.

While he urged the public authorities to cooperate, he also sent out a message to the citizens of India that they should understand that there are responsibilities associated with the rights in a democratic country.
