New Delhi, Nov 3 (UNI) Lok Sabha Deputy Speaker Charnjit Singh Atwal today said the successful functioning of a legislature depends to a great extent on its staff and officials, who were expected to be experts in their respective fields.
Inaugurating the 24th Parliamentary Internship programme organised by the Bureau of Parliamentary Studies and Training (BPST) of the Lok Sabha Secretariat programme here, the deputy speaker noted that ''with the widening scope and complexities of government business and technological revolution, the duties and responsibilities of the officials of the Legislature Secretariat have become varied and complex.'' He said officers and Secretariat staff were required to cater to the multifarious requirements to enable them to discharge their duties. Speed, efficiency and accuracy in the disposal of work were key ingredients in an official of the Secretariat, he added.
He said in order to perform their duties, officers should have thorough knowledge of the relevant rules and practices and a clean grasp of the intricacies and nuances of procedures. ''They should keep abreast of developments in all important matters and sensitive issues so that they are not taken unaware and are able to handle a difficult situation in respective fields,'' he said.
Altogether 43 participants from 29 countries are attending the programme organised by the BPST of the Lok Sabha Secretariat.
Lok Sabha Secretary-General P D T Achary was also present at the function.
