Agreement for unrestricted movement of vehicles in NCR signed

New Delhi, Oct 14 (UNI) A Reciprocal Common Transport Agreement (RCTA) among governments of Delhi, Haryana, Rajasthan and Uttar Pradesh of National Capital Region (NCR) to allow unrestricted movement of vehicles in NCR was today signed under the Chairmanship of Union Urban Development Secretary M Ramachandran.

This agreement will ensure that auto rickshaws and taxis would not be required to pay any additional passenger tax or additional destinations in NCR such as NOIDA, Greater NOIDA, Ghaziabad, Faridabad, Gurgaon, Bahadurgarh etc.

However, contract buses are required to pay passenger tax at the prevailing rates till a uniform tax structure is established by all the constituent states of the NCR. The vehicles will be conforming to Euro III norms and operate on CNG. They will be given a common colour code and logo for easy recognition so that they are not stopped at the borders.

Speaking at the signing ceremony of the Agreement, Dr.

Ramachandran said the agreement will facilitate the movement of taxis and autorickshaws within NCR. People will be able to hire taxis and auto rickshaws from the airport, railway stations and inter-state bus stops in Delhi and reach their destinations in NCR.

He further said the RCT Agreement will also pave way for arriving at mutual agreements on other important inter-state issues. The agreement will come into effect after all the constituent states of NCR would notify the agreement in the respective gazettes to implement the same.

There will be a common colour code and a common logo for all Contract Carriage Vehicles in the NCR. The colour code and logo would be decided by the constituent states of NCR on mutual agreement basis. The number of auto rickshaws would be restricted on the basis of issue of permits issued by the respective State Governments according to the number agreement and mentioned in this agreement.

The Licence/Permit Fee/Tax/Counter Signature Fee for all the carriages (Contract) shall be fixed by the members of all the participating States as per their own policies. Single point tax and uniform tax rates shall apply to vehicles covered by contract carriage permits. Till uniform rates are decided, existing tax rates for collection of taxes may continue.

The constituent states of NCR are also in process of finalising the Common Transport Agreement with regard to 'State Carriage' which will facilitate the Commuter Buses movement in NCR to act as Public Transport System and help in reducing the movement of private vehicles in NCR. This Agreement is also expected to be signed shortly.
