Delhi Mayor writes to LG, complains transgression of power by CM

New Delhi, Sep 19 (UNI) Protesting against the alleged transgression of powers and rights of the Mayor by Chief Minister Sheila Dikshit, Delhi Mayor Arti Mehra has sought intervention of Lt Governor Tejender Khanna in the matter.

In a letter written to the Lt Governor, the Mayor urged the Lt Governor to take up this matter with Chief Minister and direct her not to encroach into the domain of the Mayor and jurisdiction of the Mayor's office.

In the letter, the Mayor alleged that Ms Dikshit, as the Chief Minister of Delhi, joined the organisation named Asia Network of Mega Cities - 21 which primarily is an organisation of the heads of major cities of Asia.

Recently the Mayor's office again received a communication from the Ministry of External Affairs and office of Chief Minister that Mayor of Yeravan, Armenia is likely to visit Delhi and the Chief Minister of Delhi and Ministry of External Affairs have entered into an agreement with the Mayor of Yeravan to name the street in Anand Niketan as Armenia Street.

Describing these incidents as a transgression of the authority of the Mayor, Ms Mehra said,'' These instances reflect very poorly on the Chief Minister as well as her office and are against all established norms and traditions of democracy. She, herself, should also be careful of the transgressions she has committed and should not encroach upon the domain of any statutory body and elected head.'' In the first instance, Ms Mehra alleged that Ms Dikshit, as the Chief Minister of Delhi, joined the organisation named Asia Network of Mega Cities - 21 which primarily is an organisation of the heads of major cities of Asia.

''Ms Sheila Dikshit joined this organisation and signed an MOU with various other cities including Tokyo, which in principle, is not at all correct. Since the organization is of cities of Asia, the Mayor of Delhi should have been involved in signing any MOU or entering into any kind of agreement with any other city.

Unfortunately, the Chief Minister did not even inform the Mayor of Delhi at the time of signing of these agreements,''the letter by Ms Arti Mehra said.

The Mayor said immediately after she assumed charge as the Mayor of Delhi in April last year, she found that Ms Dikshit attended the conference of Mayors held in New York, representing the city of Delhi.

Ms Mehra said she found this highly inappropriate as it was an exclusive Mayor's Conference. Therefore, as a matter of right, the Mayor should have attended the same. After it was brought to the knowledge of the Mayor, she immediately took up the matter with her and was assured that in future, such things will not happen again.

However, recently, the Mayor's office again received a communication from the Ministry of External Affairs and office of Chief Minister that Mayor of Yeravan, Armenia is likely to visit Delhi and the Chief Minister of Delhi and Ministry of External Affairs have entered into an agreement with the Mayor of Yeravan to name the street in Anand Niketan as Armenia Street.

She immediately expressed her concern to Ministry of External Affairs as well as Chief Minister's office that naming of street is basically a prerogative and function of MCD and if any such agreement or MOU is to be entered into, it should have been entered between the Mayor of Yeravan and Mayor of Delhi, but unfortunately, the Mayor was neither informed nor involved in this process.

The same was conveyed to the Ministry of External Affairs.

Realising their blunder and knowing fully well that they had no option but to allow to host the function, they surrendered the exercise of naming ceremony to Mayor's office and MCD.

''But surprisingly, even now the entire protocol and other related arrangements are still being made by the office of the Chief Minister whereas, that should have been the prerogative of the office of Mayor and Chief Minister's office should not have been involved in such an affair at all,''the Delhi Mayor said.

It is possible that the previous Mayors of Delhi either did not notice this transgression or did not wish to take this matter up with the concerned authorities but the Mayor would not like to be a silent spectator and watch the authority of the Mayor being slowly eroded by the Chief Minister,''she said.
