Srinagar, Sep 11 (UNI) Jammu and Kashmir Vigilance Organisation (VO) today filed a chargesheet in a local court against former Administrative Officer of Directorate of School Education, Kashmir, for illegal appointment of Lab Assistant.
A VO spokesman said challan was produced in the court of Special Judge, Anti-corruption against Bashir Ahmad Zargar, then Administrative Officer, for illegal appointment of Lab Assistant Irfana Masood.
Giving details about the case, he said a case was registered following verifications into the allegations of illegal appointments of Lab Assistants in district Pulwama in the year 1991-92.
It was alleged that Hakim Manzoor, then Director, School Education, had issued illegal appointment orders in respect of Lab Assistants in furtherance of a criminal conspiracy with other officials of Directorate.
In the course of investigation, the relevant records were seized and scrutinised. The scrutiny of the documents revealed that order Noumber 592/91 dated September 30, 1991 pertains to the appointment of Irfana as Lab Assistant is actually an endorsement of a non-existent order, wherein the accused Zargar has fraudulently endorsed an order purported to have been issued and signed by the Director of School Education, Kashmir.
This order was found to have been issued on the basis of recommendations of District Development Commissioner, Pulwama and District Education Officer, Pulwama. However, the investigation found that no such recommendation were made by the two officers.
The references quoted in the illegal and fake order were found to be non-existent, he said.
