Shimla, Sep 9 (UNI) Himachal Pradesh Cabinet today adopted the report of inquiry into the Sri Naina Devi temple stampede and decided to implement the recommendations made therein.
The government had ordered the inquiry by the Divisional Commissioner, Mandi, into the stampede, in which as many as 142 people were killed on August 3.
The Cabinet at its meeting, presided by Chief Minister Prem Kumar Dhumal, decided to take disciplinary action against the officials, deployed in sector 4 and sector 5 to oversee the regulation of pilgrim traffic and law and order during the fair, for failing to perform their duty responsibly.
It was recommended that all the visitors coming to pay their obeisance would be required to get themselves registered at the entrance counters to form batches of not more than 200 visitors to avoid untoward incidents.
Additional arrangements of all kinds would be made by the district administration during special occasions like Navratra fairs and holidays to manage the expected rush of visitors to the shrine.
The Cabinet further decided to direct the Deputy Commissioner and the Superintendant of Police of the district to camp at the site during the fair to personally oversee the security of devotees and other arrangements and submit monthly detailed note to the state government about the implementation of the decisions taken by the Cabinet.
More rain shelters, parapets and other infrastructural facilities which includes construction of a spacious bus stand equipped with all basic amenities to accommodate parking of 80 to 100 buses would be created.
Special drive will be launched by the local administration, municipal body and PWD to remove encroachments on the temple property immediately.
It was decided to beef up the security system under the supervision of the Deputy Inspector General of respective ranges of police administration. They will prepare a comprehensive security plan for prominent shrines in their respective ranges, taking all related aspects into consideration.
Communication system will be strengthened with upgradation of mobile network facilities in the area in association with BSNL.
