Shillong, Aug 22 (UNI) Meghalaya Chief Minister Donkupar Roy today called for reorienting the civil services and training it to deliver better services to the people.

'' You should be more receptive to people's need and improve the delivery system in the interest of the state,'' Dr Roy said, while addressing bureaucrats on the second Civil Services Day here.

The Chief Minister, however, expressed resentment over favouritism within the setup where preferred bureaucrats were closer to ministers.

''This should be avoided,'' he said pointing out that ''governments may come and go, but the administration endures and must play its due role.'' In order to achieve good governance, Union Cabinet Secretary KM Chandrashekhar said the executive strata of the government need to be effective in identifying roadblocks.

''Transparency and accountability are important factors to achieve that good governance,'' he said.

Mr Chandrashekhar added that the responsibility of civil servants and the government as a whole to lay tangible roles for each district aimed at amelioration of the poor and the poorest.

The day-long programme was attended by members of all the three All India Services - Indian Administrative Service, Indian Police Service, Indian Forest Service - besides officials from the State Service.
