Complaint filed against slain British teenager's mother

Panaji, Aug 4 (UNI) A criminal complaint was today filed against Ms Fiona Mackeown, mother of British teenager Scarlett Keeling, who was found dead on February 18 this year at Anjuna beach, by a Goan NGO, for leaving her 15-year-old minor daughter in the company of a stranger in Goa.

Spokesman Advocate Aires Rodrigues of the Goan NGO-Utt Goenkara today filed the criminal complaint before the Children's Court here.

The complaint urged the court to direct CBI or any other competent investigation agency to probe the role of Fiona and other persons responsible for leaving her 15-year-old minor daughter in the company of a stranger Julio in Goa, praying that she be made the prime accused in the murder case.

Advocate Rodrigues has referred to media reports wherein certain extracts of the diary as maintained by the Scarlett speak of the forcible sexual favours which she had to bestow upon the said 'Julio' in return for the so-called care that he was providing her.

He said Ms Fiona was fully aware that her daughter Scarlett was a minor and that the law mandates that all children within the State of Goa be provided a safe environment wherein the parents are responsible to ensure that the child is not abused and that her development is nurtured.

Advocate Rodrigues had submitted that the conduct of Ms Fiona Mackeown was in violation of the Goa Children's Act and was therefore liable to be investigated in respect of her behaviour and her activities in Goa.
