Patna, Jul 23 (UNI) The RJD has decided to move adjournment motion to protest the ''deteriorating law and order situation, misappropriation of government fund and failure of the state government'' in clearing waterlogging during the Monsoon Session of the Bihar Assembly beginning tomorrow.

State party president Abdul Bari Siddiqui told newspersons here today that the Nitish Kumar government had failed on all fronts and it was only engaged in making ''tall announcements'' without bothering to implement it.

The Chief Minister had assured last year that residents of the capital city would not have to face the problem of waterlogging this year, but the situation had not improved and the people were facing immense hardship once again, '' Mr Siddiqui said.

The Bihar Government had announced a few days back the preparation of an action plan to find a permanent solution to the waterlogging problem faced by the state.

'' It is like striving to dig a well to douse the fire when it has engulfed the house, '' he commented.

Mr Siddiqui took strong exception to the fact that the Nitish Kumar government had earlier awarded contracts for road construction to Tantia Construction Limited(TCL), which was blacklisted in some states.

Despite the poor track record of the TCL, the NDA Government had awarded contracts on higher rate and even paid a heavy amount in advance only to scrap the contract later to save its face, as the roads in the state had not been constructed yet even after the passage of a considerable time.

The RJD leader demanded a high level probe by a sitting judge of the Patna High Court or by any other independent agency to inquire into ''misappropriation of government fund'' in the name of construction of roads in the state.

Crores of rupees had been spent but the condition of roads in Patna was miserable and same was the situation in other parts of the state, leading to waterlogging menace, he stated.

Mr Siddiqui lamented that jthe headquarter of Alinagar block was being shifted to Mohiuddin Nagar Pakri on illogical ground.

He said abundant land was available in Alinagar, but the state government had decided to shift the block office from there due to alleged non-availability of land, required to develop the infrastructure for block office.
