New Delhi, Jun 11 (UNI) With Delhi Assembly elections round the corner, preparations are in full swing for getting ready photo electoral rolls for the 70 Assembly constituencies, with final publication of the rolls scheduled to be completed by September 15, the Chief Electoral Officer of Delhi Satbir Silas Bedi said today.
Addressing a press conference here, Dr Bedi said the preparation of the photo electoral rolls would ensure a fair election in the state as chances of impersonation would be fully eliminated, which in turn would go a long way in determining of clean mandate.
Informing that the final publication of the photo electoral rolls for the Assembly constituencies would be completed by September 15, Dr Bedi said the Booth Level Officers (BLOs) entrusted with the task had been told to complete their assigned responsibilities before the end of prescribed dealines.
She further said the preparation of the electoral rolls was being done as part of the process of implemention of the Delimitation order by the Central government.
As required under the Delimitation Act, the Central Government (Legislative Department of the Ministry of Law and Justice) on June 6, 2008 had notified, February 19 as the date for implementation of the Delimitation order in the capital.
The electoral rolls are being drawn in accordance with the newly delimitated Assembly constituencies. With the implementation of the Delimitation order, the composition of the Assembly constituencies have been changed with all the constituencies having more or less equal number of voters, around two lakhs.
In the pre-delimitation set up, the number of electors in various constituencies varied, from the lowest number of 74,000 in Delhi Cantt to 4.27 lakh in Hastsal constituency.
Dr Bedi said there are 10,829 polling booths, spread over 70 Assembly constituencies in Delhi, in which there are 112.1 lakh electors, of which 62.6 lakh are male and 49.5 lakh female. The ratio of female electors is 791 per 1000 males.
The exercise for the preparation of the photo electoral rolls is going on in a phased manner since May 15, she informed.
As per the schedule, house-to-house verification of working sheet of photo electoral rolls by BLOs and capturing photographs of all non-image electors would be done by June 30, while incorporation of photographs and other information collected from the field into the electoral rolls will have to be completed by July 31, and distribution of electors' photo ID cards to all electors shall be done after August 1.
The draft publication of photo electoral rolls will be out on August 1 and the period of filing claims and objections to the same will be from August 1-16. The disposal of claims and objections, capturing photographs of the residual electors and preparation of supplementary photo electoral will be done by September 10.
The final publication of the photo electoral rolls will be completed on September 15.
Dr Bedi added that she had held a meeting yesterday with representatives of recognised political parties to apprise them with the ongoing exercises of implementation of the Delimitation order and special campaigns for preparation of photo electoral rolls.
