Bhopal, May 31 (UNI) The Madhya Pradesh Government today decided to amend centralised system of its ambitious 'Ladli Laxmi Yojana' so that registration under the scheme could be made at the district level.
The decision was taken at a state cabinet meeting chaired by Chief Minister Shivraj Singh Chouhan here today.
Lump sum funds would be made available to district collectors for depositing amounts in the name of beneficiaries. Besides, the decision to abolish the condition of family planning after the birth of first girl would be deemed implemented from the date of amendment's implementation, an official release said here today.
At present, the list of all the girl children registered under 'Ladli Laxmi Yojana' all over the state is sent to the Women and Child Development Directorate, which draws the entire amount and makes it available to Bhopal-based Central T T Nagar post office.
From here, the amount is transferred to concerning district post offices for preparing the National Savings Scheme Certificates. This process takes a long time.
The cabinet had decided in March 2008 that in the case of first birth of a girl child she would be given benefit under the scheme without the condition of family planning. However, the condition of family planning would continue on the birth of second girl.
In view of possibility of large number of cases under the scheme in the coming financial years, financial centralisation of the scheme at the state level would not be possible.
The Women and Child Development Department had earlier issued the directive that Project Officers would send the list of registered girls every month to the directorate.
On the basis of number of beneficiaries, the directorate would collect lump sum amount to make the same available to regional office of Post and Telegraph Department.
A district-wise list of beneficiaries would also be made available to the Post and Telegraph Department intimation of which would be given to Project Officer and District Collector.
The cabinet, while amending the abovementioned instruction of re-allocating funds to districts, has decided that Project Officers would send the list of girls every month to District Woman and Child Development Officer or District Project Officer.
The District Project Officers would draw lump sum amounts on the basis of number of eligible beneficiaries and with collector's approval deposit the amount with local office of Post and Telegraph Department.
The Post and Telegraph Department would send the list as well funds to concerning post offices of the project. Here National Savings Certificates would be prepared and handed over to Project Officers.
An agreement would be signed between the district collector and Superintendent of District Post Office after allocation of funds to the districts under which the collector would discharge the responsibility of Project Coordinator.
It may be mentioned that such an agreement was made at the state level between Principal Secretary of Women and Child Development Department and Post Master General in which Commissioner Woman and Child Development was the Project Coordinator.
The cabinet has amended 'Ladli Laxmi Yojana' and abolished the condition of family planning in the case of first girl child.
