Shimla, May 27 (UNI) Himachal Pradesh University Professor (retired) Padam Nabh Gautam has been awarded the degree of Doctorate of Literature by the Himachal Pradesh University (HPU) for his thesis ''Challenges to University Administration in India: A Study of North-Western Universities''.
Professor Gautam is the first teacher in the universities of north-western India to get this highest educational degree (D.Lit) in Public Administration.
According to him appointment of competent vice chancellors, training of non teaching employees and proper co-ordination between academic programmes and administrative work is essential for increasing the university's efficiency.
Besides, other exhaustive suggestions to improve its functioning included efforts to cub violence/criminalisation, regulating student association elections as per the guidelines of the Lyngdoh Committee to depoliticise universities and maintenance of campus discipline.
Professor Guatam has also sought liberal financial assistance for the universities besides generating its own resources.
His work was based on the functioning of Guru Nanak Dev University, Amritsar, HPU, Shimla, Jammu University, Kurukshetra University and Panjab University, Chandigarh.
