Patna, Apr 27 (UNI) Describing the condition of the Other Backward Castes (OBC) as deplorable, the NCP today strongly opposed the issue of keeping the ''creamy layer'' out of the purview of reservation in higher education.
NCP's Bihar unit president Upendra Kushwaha told newspersons here that representation of the OBC in the key units of government including the executive and judiciary was low even after 60 years of Independence.
Keeping a group of OBCs out of reservation purview was a part of a well-hatched conspiracy, he alleged and said that launching a massive movement against such practices was essential.
Referring to the representation of the OBCs in UPSC and other central sector services, he said the percentage of OBCs in Indian Administrative Services during 2005 was just 4.20 and similar picture in the Indian Police Services with 4.06 per cent being recorded. In the central sector services, the representation of the OBC was at 4.51 per cent in the year 2004. He, however, said that the representation of the SC with 18.44 per cent and ST with 6.52 per cent in the central sector services was up to the mark and even after their considerable representation they were enjoying the reservation facility.The condition of OBC was even worse than that of the ST.
Keeping the creamy layer out of the reservation facility was in fact humiliating for the section which would be forced to remain backward he alleged.
