Tiruichirapalli, Apr 14 (UNI) Viduthalai Chiruthaikal Katchi President Thol Thirumavalavan today appealed to the Union Government to enact a special legislation for removing the creamy layer condition in implementing 27 per cent reservation for the other backward classes (OBCs) in the higher educational institutions, and introduce reservation pattern in the private sector also.

Mr Thirumavalavan, who was here in connection with the party's statewide Ambedkar birth anniversary celeberations, also wanted the Centre to ensure that the special legislation allowed the interference of the judiciary under any circumstance.

To a question, he said the party would convene its higher level committee meeting to decide a statewide struggle to urge the Union Government in this regard.

He urged the Union Government to acquire the house in Mumbai, where Dr Ambedkar resided, and declare it a National Memorial, besides establishing a historical research centre there.

Mr Thirumavalavan appealed to Tamil Nadu Chief Minister M Karunanidhi to establish a State SC and ST Commission on the lines of a similar commission in other states.

Referring to the Tamil Nadu Government's decision of putting on hold the Hogenakkal drinking water supply scheme, he said that though the Government's decision was politically correct, it would be a severe setback for the Tamils. The issue had helped the political parties in Tamil Nadu to unite and raise voice in unison, but such unity had become meaningless now. Moreover, the Government's ''hasty'' decision had created an impression that the opposition of Kannada fanatics was correct, he added.

Asking the Tamil Nadu Government to implement the scheme as scheduled, he said the Union Government and the Congress should spell out their stand in the issue.

Mr Thirumavalavan appealed to the Union Government to entrust bandobust on the Tamil Nadu-Karnataka border to the Army, till normalcy was restored.

He wanted the Centre to take drastic steps, including basic changes in its economic policies as it had caused the price hike of essential commodities and banning online trade immediately.

Earlier, Mr Thirumavalavan garlanded the statue of Dr Ambedkar on the occasion of his Birth Anniversay.
