Aizawl, Apr 11 (UNI) The Mizoram University (MZU) today accused the state government of non-payment of compensation for the land occupied by the varsity.
The affected-land owners had staged a rally near the campus yesterday to protest the non-payment of compensation.
On the request of Chief Minister PUZoramthanga for financial assistance to meet the huge compensation amount, the Centre sanctioned Rs 19.65 crore to the state government through the MZU, varsity registrar Benjamin said here today.
''The land was transferred to the university for a period of 99 years under a lease agreement,'' the registrar said.
However, the University Grants Commission (UGC) put the condition that ownership of the land must be handed over to the varsity before disbursing the compensation.
Meanwhile, the Union Ministry of Human Resources Development also instructed the state government to resolve any dispute and provide basic needs such as roads, water supply and electricity to the university.
The university held meetings with various state departments to fulfill the conditions laid down by the UGC and HRD Ministry but to no avail.
''The Centre had earlier sanctioned Rs 4 crore to provide these basic needs to the university,'' the registrar said.
Now, the university's standpoint was ''let the UGC and HRD Ministry's conditions be first fulfilled before releasing the compensation.'' It was further pointed out that the state government had been unable to meet the state share of Rs 1.86 crore to the Rs 25 crore already sanctioned by the DoNER Ministry for infrastructural development of the campus.
Delays in funds release to the university had also caused cost and time overrun which further hampered the construction work, the official alleged.
He also stated that the state government's delay in releasing funds had resulted in a deficit of Rs 2 crore due to cost escalation, which however the HRD Ministry had agreed to meet.
''The state government is not heeding the university even when the President and the Vice-President have responded to our calls,'' the statement said.
Established in July 2001, the Mizoram University was a fulfilment of the Mizo National Front-India peace agreement of 1986.
