Srinagar, Mar 16: The Jammu and Kashmir State Human Rights Commission (SHRC) in its annual report has pulled up the police for not investigating cases in which civilians are killed in custody by the security forces and then labelled as militants.
''There are cases in which security forces, are generally observed, go to police stations concerned, file First Information Report (FIR) and label innocent persons as militants'', the report says.
The report says. ''Local police after registering the case do not generally try to see the ground reality. Local police in such circumstances feel helpless and they even generally refuse to register cases against security forces when the families of the deceased approach them''.
The Commission has suggested strict vigilance and accountability of the armed and police forces ''to curtail the Human Right violations''.
