Experts to study utilisation of human resources in HP departments

Shimla, Mar 13 (UNI) The Himachal Pradesh Cabinet today decided to requisition the services of experts to conduct a study to professionally restructure Public Works, Irrigation and Public Health, Forests, Health and Education Departments to ensure better utilisation of human resource, official sources said.

The meeting, held under the chairmanship of state Chief Minister Prem Kumar Dhumal, decided that the manpower norms required new bench marking over earlier set standards following rapid advances in communication and information technologies.

The sources said the findings of manpower study would help the government take next steps in rationalising manpower utilisation norms for better governance and delivery of services to people.

Economic and Statistics Department would be the Nodal Department for the study, they said.

The Cabinet approved export of khair wood outside the state, subject to the lifting of the ban imposed by the state High Court.

The sources said it also decided to start the DNA finger printing and NDPS testing facilities at the State Forensic Science Laboratory at Junga and create two regional laboratories at Dharamsala and Mandi with required staff of 53 in different categories, as also to explore the possibility of rationalisation, if required.

It decided to change the administrative control of Baddi-Barotiwala-Nalagarh Development Authority from General Administrative Department to Industries Department.

Besides, approving the 22nd Annual Consolidated Report of the Lokayukta for the year 2007, the meeting accorded approvals to reorganise the State Criminal Investigation Department as also bring about required changes in the recruitment procedure for constables in H.P. Police.

It decided to deploy personnel for the preparatory exercises and effective implementation of the National Rural Employment Guarantee Assurance Scheme (NREGA) in remaining eight districts of the state where the scheme would be implemented from April one, this year.

It granted permission to employ 1,921 people, including 1,081 posts of Gram Rojgar Sewak, 750 Takniki Sahayaks and 40 Junior Engineers.

Powers of Takniki Sahayaks (technical assistants) will also be enhanced by decentralisation of powers and effective functioning of the ambitious programme, the sources said.
