Chennai, Mar 4 (UNI) Madras High Court today dismissed a public interest litigation (PIL) seeking to quash a Government Order, restraining construction in and around the Rajiv Gandhi memorial at Sriperumbudur, near here.
A Division Bench, comprising Mr Justice S J Mukhopadhaya and Mr Justice M Venugopal, while dismissing the PIL, said the petitioner had no locus standi to file the petition as he was in no way affected by the GO.
In his petition, an independent member of the Sriperumbudur panchayat union S Gopinath alias Komagan said the Housing and Urban Development Secretary had issued a GO, declaring an area of 300 m radius around the memorial as a 'No Development Zone' and directed that the said zone be incorporated in the New Town Development plan.
The Government was arbitrarily carving out the area and declaring it as a no development zone, he submitted and sought to quash the GO.
