Uproar in Council over violation of protocol by DM

Patna, Mar 3 (UNI) The Opposition today created uproarious scene in the Upper House over violation of protocol by the Bhojpur District Magistrate during the visit of the Legislative Council Chairman there in connection with an official engagement.

Congress member Dilip Choudhary raised the issue and demanded from the Government to take stern action against District Magistrate Jitendra Kumar Sinha for violation of protocol in making arrangements for the stay of Chairman Arun Kumar in a circuit house during the latter's visit to Ara.

Mr Choudhary was soon joined by other Opposition members, including RJD member Nagedra Singh and Congress member Mahachandra Prasad Singh, who termed the incident as contempt of the House.

Replying on the issue, Energy Minister Bijendra Yadav said the Government had received report from the Bhojpur District Magistrate and he had informed that there was no deliberate violation of the protocol and it was the result of communication gap.

The District Magistrate had informed that a Deputy Collector was deputed to receive the Chairman at the circuit house and supervise the arrangements made for him, but due to sudden illness of his daughter, he could not reach there in time and also failed to intimate the officer concerned for a deputation of the other officer in his place, Mr Yadav said.

The DM also met the Chairman in person in his official chamber today and apologised for the incident.

He said that State Government had sent detailed guideline to all the District Magistrates for strict compliance with the protocol during the visit of important dignitaries.

Dissatisfied with the reply, the members demanded from the Chairman to hand over the matter to Privilege Committee of the House as it was a case of contempt of the House.

The Chairman tried to pacify the agitated members, saying there was no deliberate violation of the protocol and it should not be pushed further.

The unrelenting members again pressed the Chairman to hand over the matter to the Privelege Committee.

Meanwhile, the Chairman announced to give his ruling on the matter later on.
