Rajasthan assembly adjourned for an hour

Jaipur, Mar 3 (UNI) Rajasthan Assembly was today adjourned for an hour amid pandemonium as Opposition Congress protested against alleged violation of constitutional provisions while appointing acting chairman of the Sangod Municipal Committee.

The issue of irregularity in the appointment of acting chairman was raised during the Question Hour by Bharat Singh. He said the post which was actually reserved for an OBC woman was held by a man from the category for a period of six months.

The trouble began when Mr Singh alleged that the authorities knew about the irregularities and violation of constitutional provisions but they ignored it all under the influence of the then Minister of State for Civic Bodies Pratap Singh Singhvi.

This attracted strong objections from the Treasury Benches and Mr Singhvi denied the allegations.

However, the Congress leaders including Mr Singh, C P Joshi and Sanyam Lodha refused to hear him saying that Mr Singhvi could not be allowed to speak in question hour and they would hear only the departmental minister.

This led to uproarious scenes in the House as Mr Singhvi was adamant to counter the allegations and the Opposition was not ready to hear him.

Deputy Speaker Ram Narain Vishnoi said Mr Singhvi should be heard since the allegations were levelled against him.

Amid the din some utterance from the Treasury Benches provoked Mr Singh who had proceeded in the well. This agitated Industries Minister Digamabar Singh who also proceeded in the well.

However, members from both sides pacified them.

Mr Singh continued to argue with Deputy Speaker who kept on asking him to go back to his seat.

Government Chief Whip Mahavir Prasad Jain took exception to Mr Singh's behaviour and proposed a motion under rule 292 for expulsion of Mr Singh from the house. The Deputy Speaker moved the motion which was adopted by a voice vote.

However, the Congress members opposed the motion and gathered around Mr Singh in the well.

They said if the House wanted to expel him then it should expel all of the opposition members.

Since they were adamant the Deputy Speaker had to adjourn the House for an hour.
