New Delhi, Mar 3 (UNI) Leader of the Opposition in the Lok Sabha L K Advani today said the ''populist'' Rail and General Budget had fuelled rumours of early elections, affecting ''stable governance''.

The senior BJP leader, however, asserted that his party was ready to face elections as and when the government desired. ''Ultimately the people of country will judge the performance of the UPA government.'' Participating in the debate on the Motion of Thanks on President's Address, Mr Advani launched a scathing attack on the UPA government raising issues like rising inflation, economic disparity, internal security and the Women's Reservation Bill.

Mr Advani's remarks over many of these issues evoked sharp reactions from the treasury benches. He demanded a clarification from the Prime Minister over the resignation of four TRS members from the House and the ''lapses'' in probe into matters relating to internal security.

''I understand the compulsions of the ruling Alliance. But the NDA implemented the demands of creation of separate states of Chhattisgarh, Uttranchal and Jharkhand in one go,'' Mr Advani said referring to the resignation by the TRS members over the demand for separate Telangana.

He claimed that the UPA government had fallen flat on its claims of being the government for the ''aam admi''.

He said the Rs 60,000 crore debt waiver to the farmers would not be able to solve the farmers' problems as debtedness was not the only issue. ''Two thirds of country's farmers who had borrowed from the money lenders, have been left out.'' The government should have addressed the issue in its totality, including the rising cost of living, education of children and spending on health care which have also contributed to worsening the situation.

Quoting eminent eonomist and former RBI Governor Bimal Jalan, the BJP leader contested the government claim on ''inclusive growth'' saying that even country's 20 richest people owed over Rs 30 crore.

Referring to the Women's Reservation Bill, Mr Advani said ''It is unfortunate that the President's Address has not mentioned it. I appeal to the Prime Minister to bring in the legislation.'' He urged the government to explain the delay in the implementation of the capital punishment awarded to Parliament attack accused Afzal Guru.

Mr Advani also sought clarification as to why many educational and reserach institutes of national importance were being named after members of a ''particular family''.
