Ranchi, Feb 29 (UNI) Jharkhand Speaker Alamgir Alam today urged the members to make maximum use of question hour as the legislators seemed to stick to one issue not allowing other major topic for dicusssion.
Mr Alam made the appeal when the Opposition members created pandemonium over a reply given by Health Minister Bhanu Pratap Shahi that lasted for nearly 45 minutes.
The Opposition members, mainly BJP, today sat on the floor when Independent member Inder Singh Namdhari protested vehemently over alleged financial irregularity in construction of primary health centres across the state.
Mr Namdhari said about Rs 376 crore was meant for the project and it was being done without tenders.
He referred to a specific instance in his constituency Daltonganj and said despite the local people's demand the government decided to construct a health centre about three km away.
He said there was already an existing infrastructure in the village and the government could have renovated the same to public's conveniance. He said the Deputy Commisioner was reluctant to pay any heed to public demand only saying the minister concerned would now make fresh decision on the matter.
The minister assured the House that he wold enquire into the matter and if required the decision could be changed.
However, the Opposition was dissatisfied with the reply and kept demanding action gainst the guilty officer leading to unruly scene in the House.
The allegation and counter-allegation lasted for 45 minutes forcing the Speaker to urge the members to concentrate more on constructive issues.
