Puducherry,Feb 29: The Steering and Monitoring Committee on SC Sub-Plan today asked the administration to submit the Special Component Plan (SCP) Fund for 2008-09 as a separate Budget for the Adi Dravidars.
Addressing the press here today, Sub-Plan President Marimuthun said 16 per cent of the plan outlay of Rs 1,750 crore for 2008-09 would come to around Rs 283.32 crore which should be given as a separate Budget.
For 2007-08, the annual plan outlay was Rs 1,455 crore and 16 per cent (Rs 235.56 crore) should have been earmarked for SCP. However, the territorial administration had provided only Rs 150 crore of which only Rs 92 crore was spent.
When Mr Kandasamy assumed office as the Welfare Minster, he had created Engineering and Revenue Cells with the Adi Dravidar Welfare Department and sent the file to the Chief Minister.Even after seven months,permission was not granted for the same, he charged.
Ever since Mr Rangasamy took charge as the Chief Minister, the SCP fund was utilised for several other purposes which deserved condemnation,he said adding the government order for abolishing the income ceiling for the SC people was yet to be issued though the Chief Minister announced it on December five last year.
Mr Marimuthu said the Sub-Plan members would organise an agitation in New Delhi against ''Anti-Dalit'' functioning of Mr Rangasamy and meet AICC President Sonia Gandhi to seek her intervention in the implementation of SC welfare schemes here.
The road roko would be organised in the union territory on March 11, he added.
