Raj assembly adjourned over violation of const. provisions

Jaipur, Feb 20 (UNI) Efforts by Chief Ministrer Vasundhara Raje to resolve the deadlock in the Assembly, over the issue of ''violation of constitutional provisions'' in the appointment of Parliamentary Secretaries did not bear fruit as Congress members continued slogan shouting for the third consecutive day today, forcing the Chair to adjourn the house thrice in a row.

After two adjournments for about two hours Chief Minister Vasundhara Raje informed the house that the Rajasthan government had sought an opinion from the Adovate General over the issue and she wanted that the report be tabled in the house and after going through the report the opposition and treasury benches could find a way out to resolve the issue.

Home Minister G C Kataria also endorsed Ms Raje's suggestion but opposition Congress members were not ready to give up. Congress members Zuber Khan, C P Joshi B D Kalla and Harimohan Sharma were pleading that the opposition was clear as Speaker Ms Sumitra Singh had already given her ruling over the issue way back in 2005.

These members said that it was issue of the sanctity of the Speaker's ruling and the house should honour it.

Mr Joshi and Mr Khan said the house business could be conducted only according to house business procedure and rules and government was trying to ignore the same.

Ms Raje said ''the deadlock was to be broken by us as it disrupted house proceedings for three days and this was matter of regrets for us.'' Leader of the Oppsosition Hema Ram Chaudhary complained that despite the Chair's permission he was prevented to speak yesterday.

The situation took a bizarre turn when Mr Chaudhary upset over Ms Raje's "gestures" turned emotional and started weeping in the house.

He said that Chief Minister was ridiculing and laughing at him but this was not a matter to laugh about but it was a serious matter to interospect and find a solution.

The opposition members took serious exception to Ms Raje's "attitude" towards the Leader of the Opposition and they gathered around Mr Chaudhary and started slogan shouting against the government and the Chief Minister.

Amid the din Deputy Speaker took up business and ordered to introduce in the house Rajasthan Bhudan Yagna (Amendment) Bill 2008 and Rajasthan Universities Teachers (Regularisation) Bill 2008 and later adjourned the house for an hour.
