NGO accuses former CM of embezzlement of public funds

Shillong, Feb 13 (UNI) People's Movement of Sohra Constituency (PMSC), an NGO, has accused former Meghalaya Chief Minister F A Khonglam of embezzlement of public funds.

Under the Right to Information Act, the NGO has sought the details on implementation of a Centrally-sponsored scheme in Dr Khonglam's Sohra (Cherrapunjee) Assembly constituency.

Dr Khonglam is contesting the March third Assembly polls from Sohra (Cherrapunjee) constituency for the fourth time from the Hill State People's Democratic Party.

PMSC leader Eligius Sawian has alleged that Mr Khonglam has misappropriated public funds of more than Rs 39 lakh sanctioned by Khatarshnong-Laitkroh Community Development Block under different Central schemes.

Earlier, the NGO has accused Dr Khonglam of misappropriation of Special Rural Works Programme (SRWP) funds of Rs 80 lakh.

According to Mr Sawian, the former Chief Minister had used his agent, P Mawkhiew to withdraw Rs 31.28 lakh from SRWP Scheme, Rs 1.55 lakh from IACDP scheme and Rs 1.85 lakh from CRRP scheme.

Morever, he alleged that the Block's cashier L Nongpyiur also allegedly withdrawn Rs 6.68 lakh under a scheme meant for construction of houses for 334 poor families on November 19, 2002.

''All the money had been illegally withdrawn by Mr Mawkhiew, who also submitted the utilisation certificates with authority from Dr Khonglam,'' Mr Sawian alleged.

However, the former Chief Minister rubbished the allegation and termed it as 'baseless' adding that RTI was being 'misused' by his political opponents.
