Amnesty scheme only way to stop sealing, demolition :BJP-led-MCD

New Delhi, Feb 1 (UNI) The BJP-led MCD today termed as a "political stunt" the notification by the Urban Development Ministry's directing the local authorities in Delhi to stop demolition or sealing of any encroachment or unauthorised development on private land and in unauthorised colonies.

Reacting to the Notification in which local authorities have been directed to take steps, including desealing, to maintain status quo, in the unauthorised colonies, village abadi area and its extension which existed on the 31st of March, as on the 8th of February, 2007 and to suspend and not to take any punitive action against encroachment or unauthorised development till the 31st of December, 2008, Leader of the MCD House Subhash Arya and chairman of the Standing Committee Vijender Gupta said the only way to save houses of citizens of Delhi from demolition and sealing is that all the unauthorized constructions should be regularised by a one time General Amnesty Scheme.

''Then and only then the citizens can be saved from the draconian sword of sealing and demolition,''the MCD leaders said.

Describing the notification as a clear cut political stunt of the Congress Government at the Centre with an eye on the coming Delhi Legislative Assembly Elections, Mr Arya said,''by giving relief upto December 31, 2008, the Congress is adopting delaying tactics. The BJP is constantly demanding that one time amnesty scheme shall be enforced through an Ordinance under which all the unauthorised constructions should be regularised. Only then people could get permanent and genuine relief.'' He said that the Central Government should either amend MPD-2021 or notify an Ordinance in this regard.

Mr Gupta alleged that the Central Government of Congress never tried to regularise unauthorised colonies.

''There is lack of co-ordination between Congress-led Delhi Government and Central Government which is now evident to the people. Therefore, the Central Government is suspending punitive action against unauthorised colonies, village abadi areas and its extensions which existed on March 31, 2002, on the 8th February, 2007 till 31st December, 2008.

Mr Arya and Mr Gupta, however, demanded that instead of giving short-time exemption, an One-Time General Amnesty Scheme should be brought out to regularise unauthorised constructions, projections, sub-division of residential plots and regularising constructions above the height of 15 m.
