Ranchi, Jan 16 (UNI) The issue of the controversial swimming pool of Team India captain Mahendra Singh Dhoni's under-construction 'dream house' here today got a breather with the High Court directing the RRDA to file counter affidavit by January 24 with proper inputs on hydrology of Harmu area.

Jharkhand HC rapped Ranchi Regional Development Authority (RRDA) for not furnishing proper report to the court saying their affidavit did not mention hydrology -- if the contruction of the pool would lead to severe water crisis at Harmu area here as alleged by the locals.

A division bench of Chief Justice Muthuswamy Karpagyavinayagam and Justice D G R Patnaik passed the order while hearing a PIL filed by Krishna Chandra Sircar and others, all retired government officials of Harmu.

During the course of argument, the court took serious view of the petitioners' lawyer and observed that the PIL should have been dismissed as most of their apprehensions were based on newspaper reports.

The court showed anguish saying, ''the PIL has been filed on the report published in newspaper without submitting any documents related to hydrology...The report of the newspaper could be wrong also.'' The court further snubbed Mr Arvind Kumar Singh, lawyer appearing on behalf of RRDA, as he was asked if he took into consideration the hydrology while granting permission for construction of the swimming pool.

Yesterday, Dhoni's father Paan Singh filed an affidavit before the High Court stating that the proposed map in connection with the construction of swimming pool in the house was approved by the RRDA.

He also informed the court that his son was at present on tour of Australia to play a series of matches there. So he was filing affidavit on his son's behalf.

In defence, Paan Singh said the PIL filed against them was not maintainable.

''It is baseless as the map has been passed in normal course of time,'' he said asserting that the pool would consume only 28657 gallons of water.

Watco India of Kolkata is the consultancy company for constructing the pool. The pool would be filled once a year, said Dhoni's father adding it was equipped with a water treatment plant.

The petitioners had alleged that the residents of Harmu colony would face water crisis because the swimming pool would consume approximately four lakh gallons of water. Krishna Chandra Sircar further alleged that the map sanctioned by the RRDA was illegal because it had been passed in 24 hours.

The plot at Harmu was a gift from the sate government to the star cricketer.
