New Delhi, Jan 7 (UNI) The BJP today assailed Delhi's Lt Governor Tajinder Khanna for making I-card mandatory for people in the national capital, saying the announcement is ''fraught with discrimination and is aimed at pin-pointing and targeting the large presence of hard working migrant workforce.'' Talking to newspersons, BJP spokesman Rajiv Pratap Rudy charged the Centre with trying to hide its own failture to control the rising terrorist activities and deteriorating law and order situation in the country.

''The failure of the Union Government or the Delhi state Government run by the Congress to beef up their intelligence and security systems to stem or fight terrorism cannot be a ground to make Delhi a 'military cantonment' where persons will have to posses a mandatory localized identification,'' he said.

While cautioning the Delhi Government and the UPA Government against 'casting any aspersions" on the migrants in the name of security for their own failtures, he said such a large number of migrants were working in many parts of the country and were part and parcel of development in respective state. It was evident from the progress of Gujarat where there were large number of migrants and yet there was no terrorist incident in the past five years, he said.
