Another Rs 2300 Crore To 'Speed Up' Universalisation
New Delhi, Jan 7 (UNI) Having spent Rs 9,359 crore of Rs 10,671 crore budgeted for Sarva Shiksha Abhiyan, the Human Resource Development Ministry has obtained a new Rs 2,300 crore grant for 2007-08, it was announced today.
But a Ministry statement did not spell out achievement towards universalising elementary education by 2010, apart from saying that the new grant was intended to ''further speed up the SSA programme in 2007-08.'' The statement said States have already received Rs 9,359 crore in 2007-08 against a Rs 10,671 crore central budget estimate for SSA.
It said that in the eleventh Plan, the Centre and States were to share spending in the 65:25 ratio in 2007-08 and 2008-09, 60:40 in 2009-10, 55:45 in 2010-11 and 50:50 from 2011-12 onward.
The spending ratio for Northeastern States is 90:10.
The SSA outlay approved for the XI plan is Rs 71,000 crore.
Its goals: -- Putting all 6-to-14-year-olds in school or Education Guarantee Scheme centre/bridge course by 2005; -- Bridging all gender and social gaps at primary stage by 2007 and at elementary education level by 2010; -- Universal retention by 2010; and -- Focus on elementary education of satisfactory quality with emphasis on education for life.
