Mr Kalia, Chairman of Cabinet Sub-Committee presided over a high-level meeting to discuss the draft at length.

''It has been decided in the meeting that the draft note should be circulated and suggestions should be sought from the people concerned before giving it a final shape'', Mr Kalia told reporters after the meeting.

Next review meeting of Cabinet Sub-committee would be held on January 4, 2008.

The draft was drawn up keeping in view the interests of illiterate, innocent and gullible people, especially in rural Punjab, who fall in the trap of fraud travel agents who dupe them of large amount of money and even play with their lives with false promises to send them abroad.
