Panaji, Dec 22 (UNI) A complaint alleging criminal misappropriation, fraud and cheating was filed today at the Panjim Police Station against Goa Information Technology Minister Dayanand Narvekar.

The complaint, filed by Dilip Diukar who is Panch of Taleigao Panchayat accompanied by NGO Utt Goenkara spokesman Adv Aires Rodrigues, was today handed over to the Police Inspector Sudesh Naik in the presence of corporator Regina Almeida and a large group of Taleigao residents.

The complaint was filed under sections 403, 405, 409, 415&420 of IPC and Secs 7, 8, 9, 10, 11&13 of the Prevention of Corruption Act. It pertains to the giving away of land by the InfoTech Corporation headed by the minister for setting up an IT Habitat at Dona Paula plateau at an average rate of Rs 4,500 per sq mt, as against the market price of land varying between Rs 20,000 and Rs 35,000 per sq mt in the same area.

The complaint states that the minister is a public servant and has allotted land to persons including his relations and that the disposal of public property without auction and in a clandestine manner, has caused loss to the state exchequer to the tune of crores of rupees.

The complainant has alleged that the beneficiaries paid kickbacks to the Minister and this amounts to corruption punishable under the Prevention of Corruption Act.

Speaking to mediapersons later outside the station, Mr Rodrigues said the real estate fraud in the name of IT Park at Dona Paula needed to be exposed and the minister be booked.

He further said it was improper of Chief Minister Digambar Kamat to entrust the crucial finance portfolio to Mr Narvekar.

Utt Goenkara Co-Convenor Jeevan Mayekar and Joint Secretary John Lobo were also present.
