Orissa to introduce Police Commissionerate on Jan 1

Bhubaneswar, Dec 18 (UNI) The two urban police districts of Cuttack and Bhubaneswar, comprising nine police sub-divisions spread over 29 police stations, will function under the new Commissionerate system from January one.

A notification in this regard will soon be published to implement the new system already in force in 38 cities across the country, new Police Commissioner Binaya Kumar Behera told newspersons here today.

Mr Behera said as per the new system each of the two police district under the Commissionerate would be headed by a Deputy Commissioner of Police in the rank of the Superintendent of Police while each police sub-division would be headed by one Assistant Police Commissioner of Deputy Superintendent of Police (DSP) rank.

He said the DCP and ACP will be vested with the magisterial power to deal with the offences.

There would be separate DCP for headquarters, crime, traffic, intelligence and security, training and armed reserve.

Mr Behera said the new Police Commissionerate would focus on the traffic problem which has emerged a major concern for the people in the cities.

A separate traffic district comprising three sub divisions- Cuttack, Bhubaneswar and National Highway would be established while the Mahila and Energy Police Station would directly function under the DCP Crime.

The Police Commissioner said the government would soon approach the Orissa High Court to conduct a crash course for the new DCPs and ACPs in the Judicial Academy so that they would be exposed to the various provisions of the law in dealing with the cases referred to them.

He said as per the provisions of the Orissa Urban Police Act 2003 disregarding rules of the road, causing obstruction by keeping the vehicles, behaving indecently in public, committing nuisance in the public place, affixing bills and notices on public property with out consent and disorderly conduct at place of public amusements would invite a fine of Rs 1000 or imprisonment up to 30 days.

Mr Behera said the new system would have stringent provisions against the anti socials adding that special boxes would be installed at different places in the two police districts inviting complaints from the locals against the eve teasers, criminals and anti-socials operating in the area.
