Surat, Dec 7 (UNI) Prime Minister Manmohan Singh today refrained from commenting on Gujarat Chief Minister Narendra Modi's remark on Sohrabuddin, saying the ''Congress party believes in the judicial process and the rule of law''.

However, he said it was unfortunate that some people have commented on the Sohrabuddin fake encounter case without realising that it could affect the matter pending before the court.

Addressing mediapersons, Dr Singh said, ''We believe in communal harmony. However, those who violate this rule will be given a befitting reply by the people.'' The Prime Minister avoided answering a direct question on Sohrabuddin and the statement made in this connection by Gujarat Chief Minister Narendra Modi. The Election Commission has also issued notice to Mr Modi for his statement justifying the encounter killing of Sohrabuddin during election speeches.

Earlier, addressing a public rally, Dr Singh said the law and order situation in Gujarat was not good.
