Action Plan For XI Plan UGC Goals

New Delhi, Dec 5 (UNI) A two-man expert committee was announced today to put together an action plan to attain seven goals the University Grants Commission has set for itself for the XI Plan.

Former Pondicherry University Vice Chancellor A Gnanam and Delhi University VC Deepak Pental have been given a month to convert XI Plan goals into an Action Plan, an announcement said.

The XIth Plan goals: -- Raising higher education enrolment to 15 per cent by setting up more colleges and universities and enhancing the intake capacities of those in existence; -- Mainstreaming marginalised groups-- women, minorities, denotified nomadic tribes, physically disabled and economically backward citizens-- by such steps as setting up colleges in 370 educationally backward districts; -- Promoting quality and excellence in higher education taking into account inter-institutional variations; -- Academic and administrative reforms pertaining to admission and examination systems, faculty appointment and appraisal, student evaluation, curricula, appointment of VCs and campus autonomy; -- Public Private participation in funding and collaboration in research, scholarship and professional and skill-based courses; -- Regulating establishment and standards of state private universities; -- Internationalising higher education through global collaboration, training programmes, joint degrees and inter-university arrangements; -- Financing higher education through public funding, private contribution, fee and loan related issues and resource mobilisation.
